I urge you to oppose SCR1001 when it comes before the Senate Judiciary Committee on Wednesday. This resolution would dismantle Arizona's early voting system, ban all-mail elections, and impose new government-issued ID requirements on mail-in voters that remain operationally unclear. Arizona pioneered early voting, and our system works. Voters already rejected similar restrictions in 2022 when they voted down Proposition 309, which sought to toughen voter ID requirements. SCR1001 represents a direct attack on the will of Arizona voters who clearly stated their preference for accessible voting just two years ago. The fast-tracking of this measure alongside its mirror bill HCR2001 bypasses meaningful public comment and rushes a constitutional amendment to the ballot before constituents can weigh in. This procedural maneuver mirrors previous attempts to restrict voting rights and demonstrates a troubling pattern of circumventing public input on fundamental democratic processes. The practical implications are severe. Requiring government-issued ID for mail-in ballots creates logistical problems no one has solved. How would voters present physical identification for ballots cast by mail? This requirement would effectively eliminate the convenience and accessibility that makes mail voting work for hundreds of thousands of Arizonans, including elderly voters, people with disabilities, rural residents, and working families who cannot easily take time off to vote in person. Arizona should be expanding access to voting, not restricting it. Our early voting system has served the state well for decades, providing secure and convenient options that increase participation. SCR1001 moves us backward by making it harder for eligible voters to exercise their constitutional rights. I ask you to vote no on SCR1001 in committee and prevent this measure from advancing to the ballot. Respect the decision voters made in 2022 and protect the accessible voting system that has made Arizona a model for other states.
