Help with COBRA coverage for actively disabled librarian?

I am a former City of Flagstaff employee who resigned due to ill health and late wages, and my COBRA coverage is now caught somewhere between a third party COBRA contractor and the Safeway pharmacy on Cedar Avenue, who has prepared my very expensive prescription for Nurtec. I have been in the ER five times this week, mostly because I didn’t have $1000 to pay out of pocket for Ajovy or Nurtec. In the end, Northern Arizona Healthcare gave me so much anti-inflammatories that they were able to diagnose a mild Pelvic Inflammatory Disease infection and I need antibiotics. I believe this is leftover from my time in Denver. I was still recovering from a ruptured appendix when my university switched from Kaiser Permanente HMO to Cigna, and Cigna really dropped the ball on transferring care. Anyway, now I’m supposed to be covered by Az BCBS & CVS Caremark, and my parents paid Vimly COBRA on August 6th through the Bank of America bill pay app. Er… what do we do? Please help?
