I urge you to vote NO on Luna Amendment #1394/320 to the FY2027 NDAA and demand the complete removal of Section 219. This amendment does not stop U.S.–Israel military integration. It merely deletes several uses of the word “integration” while leaving the policy itself intact. Section 219 would still direct the Pentagon to identify Israeli-origin and jointly developed technologies for potential integration into U.S. military systems and programs of record. It would still establish a Pentagon executive agent to accelerate cooperation with Israel and preserve pathways for joint research, procurement, licensing, manufacturing, coproduction, information sharing, and military-industrial collaboration. This includes cooperation involving artificial intelligence, autonomous systems, cyberwarfare, electronic warfare, quantum technology, biotechnology, directed energy, data fusion, missile defense, and other sensitive military technologies. This is unacceptable. The bipartisan Massie–Khanna amendment would have actually struck Section 219, but House leadership blocked it while allowing this cosmetic substitute to receive a vote. Congress must not let the deletion of a few words disguise the creation of a permanent U.S.–Israel military-industrial merger. Vote NO on Luna Amendment #1394/320. Demand that Section 219 be removed entirely. If Section 219 remains, vote NO on final passage of the NDAA.
