I am submitting this letter as formal constituent testimony to demand immediate congressional accountability for Office of Management and Budget Director Russell Vought. During Mr. Vought’s first period in senior OMB leadership, reported federal improper payments increased from approximately $141 billion in Fiscal Year 2017 to $206 billion in Fiscal Year 2020—a 46% increase. During Fiscal Year 2025, after his return to OMB, reported improper payments increased again from approximately $162 billion to $186 billion, nearly a 15% increase. These figures do not, by themselves, prove that Director Vought caused fraud. However, they demand heightened scrutiny when viewed alongside his documented record. Mr. Vought has supported withholding congressionally appropriated funds, participated in actions the Government Accountability Office concluded violated the Impoundment Control Act, curtailed consumer-financial enforcement, and sought to weaken support for independent inspectors general—the very offices responsible for uncovering waste, fraud, abuse, and corruption. Congress has a constitutional duty to provide oversight of executive officials. That responsibility does not end with hearings. It requires meaningful accountability when evidence raises serious concerns about whether an official has respected the rule of law and Congress’s constitutional authority. I call on Congress to: Conduct a full investigation into Director Vought’s actions while serving as OMB Director. Compel the production of all relevant records and testimony. Hold additional public oversight hearings as necessary. Determine whether Director Vought has abused the authority of his office or violated federal law. If warranted by the evidence, publicly call for his removal from office and pursue every lawful mechanism available to ensure accountability. No public official should be above scrutiny. The American people deserve an Office of Management and Budget that protects taxpayer dollars, complies with the law, and respects the constitutional separation of powers.
