I urge you to reject H.R. 9495, the Stop Terror-Financing and Tax Penalties on American Hostages Act. This bill would grant the Treasury Secretary alarming powers to revoke the tax-exempt status of any nonprofit organization deemed a "terrorist supporting organization" without due process or providing evidence. Over 100 civil society groups have voiced opposition, warning that it could be abused to stifle dissent and chill advocacy efforts. The bill does not require the Treasury Department to disclose reasons for designating a group or provide any evidence justifying the decision. An organization merely has to be notified of the intent to revoke its 501(c)(3) status, with only 90 days to appeal before effectively being shut down. This upends constitutional principles of due process and presumption of innocence. Revoking an organization's tax-exempt status without evidence or justification would devastate its ability to function and fundraise. It represents an unacceptable overreach that could be wielded against ideological opponents across the political spectrum. I urge you to reject this dangerous legislation that threatens core civil liberties and the vital work of nonprofits. Uphold democratic values by ensuring sufficient checks remain on the revocation of tax-exempt status.
