Stop Russell Vought's proposed OMB rule before it destroys the federal grant system that has driven American innovation since World War II. This rule would hand Trump political appointees veto power over hundreds of billions in annual research funding — and could terminate existing grants that don't align with "the president's agenda." That's not oversight. That's a takeover.
The scope is staggering. This isn't just about science. Every federal grant across every agency — the NEA, HUD, Agriculture, Transportation — falls under this rule. Federal grants represent 36 cents of every dollar states spend. Vought is racing to finalize this by October 1, before Congress can act. Sudip Parikh of the American Association for the Advancement of Science called it exactly what it is: "a brazen power grab to buck the will of Congress and the American people." The Constitution gives Congress the power of the purse — not the OMB director.
Ninety-three thousand public comments came in, overwhelmingly opposed. Investigate this overreach, use every legislative tool available to block it, and make clear that Congress will not surrender its constitutional authority to political operatives running a Project 2025 agenda.
