Reject Misguided NORRA, Preserve Judicial Authority and Accountability

To: Rep. Ross

From: A constituent in Raleigh, NC

May 16

This proposed legislation, the NORRA of 2025, would severely restrict the ability of federal district courts to issue injunctive relief, limiting such orders to only apply to the parties directly involved in the case before that court. Furthermore, it establishes an extraordinary procedure requiring cases brought by multiple states against the executive branch to be heard by a random three-judge panel that would have broader authority to issue nationwide injunctions. However, this radical overhaul undermines long-standing judicial powers and principles. The federal judiciary must maintain its independence and authority to provide equitable remedies and uphold the rule of law. Curtailing the ability of courts to issue injunctions could enable unlawful government actions to proceed unchecked, violating constitutional rights with potentially irreversible consequences before higher appeals are resolved. Moreover, allowing random panels to selectively override this restriction politicizes the judicial process. I strongly urge you to oppose the No Rogue Rulings Act. Preserving the integrity of the federal court system and its vital role in ensuring government accountability is paramount to safeguarding justice and the democratic system. This misguided legislation poses a severe threat to these fundamental principles and must be rejected to uphold the separation of powers and the rule of law.
