Remove the Hemp Ban Provision from the Budget Bill

To: Sen. Scott, Rep. Castor, Sen. Moody

From: A verified voter in Saint Petersburg, FL

November 11

I am writing as a concerned constituent to strongly urge you to oppose the hemp-product restriction language included in the current budget bill and to support removing this provision entirely from the legislation. The hemp industry has been operating responsibly under the framework established by the 2018 Farm Bill, which clearly defined hemp as distinct from marijuana and allowed farmers, small businesses, and innovators to build a legal, regulated market for hemp-derived products. These rules have supported tens of thousands of American jobs, revitalized rural communities, and generated millions in tax revenue across the country. The new provision inserted into the appropriations bill would dramatically change the definition of hemp, effectively banning most hemp-derived cannabinoids, including many that comply with current federal limits. This is not a minor regulatory fix; it’s a sweeping policy change buried in a must-pass spending bill, and it threatens to destroy an entire lawful industry overnight. Rather than outlawing hemp-derived products that have proven safe when properly manufactured and tested, Congress should focus on enforcing existing quality and labeling standards and supporting states that are already regulating these markets responsibly. Please stand with farmers, small businesses, and consumers by stripping the hemp ban language from the final bill. Keep policy decisions about hemp and cannabinoids within open, transparent debate, not hidden in last-minute budget negotiations.
