I am writing as your constituent to ask you to support the Government Surveillance Reform Act of 2026 (S. 4082/HR 7901). This bill moves in the right direction by strengthening rules around surveillance under Section 702 of FISA and by improving oversight. They help ensure that the government’s authority to collect and review information is limited, accountable, and more consistent with constitutional protections. I support Government Surveillance Reform Act of 2026 , but I also urge you to strengthen them further. Surveillance tools like the Paragon spyware being acquired by ICE must not be used on Americans without a clear warrant issued through open, traditional court processes. Reforms should close loopholes that can allow the government to effectively reach Americans’ private communications through unclear or overly broad practices, such as improper targeting, reverse targeting, or other methods that bypass real judicial safeguards. Please consider amendments to S. 4082/HR 7901 that make these limits clearer and harder to evade, including stronger rules for when any use of spyware against Americans is allowed, and add requirements for independent review of compliance. Oversight must be able to examine real operations, not just high-level summaries, and it should be able to verify whether rules are followed in practice. I also ask for better public reporting. Oversight and transparency work best when the public can understand how often these authorities are used and whether they are being used lawfully. Finally, the bills should include firm consequences for violations, so that misuse is deterred and addressed quickly and seriously. In short, Government Surveillance Reform Act of 2026 is a good start, but it needs to take into account the tools/spyware that the government is using today to undermine American's First and Fourth Amendment rights. Thank you for your leadership and for protecting Americans from unlawful government intrusion while still allowing lawful national security work.
