The expiration of the enhanced Affordable Care Act subsidies in 2026 poses a significant risk of making health insurance unaffordable for many Coloradans. This would help ensure continued access to comprehensive and affordable coverage, particularly for lower and middle-income residents. While the details would need to be carefully designed, potential funding sources could include an assessment on insurers or employers, similar to programs in other states. Prioritizing affordability is crucial, as unsubsidized premiums and cost-sharing can price many individuals out of the insurance market. By taking proactive steps now, Colorado can maintain the gains made in covering our population and avoid disruptions when the federal subsidies end. Establishing an alternative to the federal subsidies aligns with our commitment to universal access and controlling healthcare costs. It would provide stability during a transition that could otherwise leave many unable to obtain or keep their coverage. I urge you to work with stakeholders and draft legislation creating a state premium assistance program to prevent this looming affordability crisis.
