Request to Oppose or Amend AB 630 to Protect Houseless RV Residents Dear Senator McGuire, I'm writing as a constituent to urge you to oppose AB 630 in its current form, or to advocate for critical amendments that would protect houseless individuals living in recreational vehicles from unjust displacement. While I understand the intent of AB 630 to streamline the removal of abandoned or hazardous RVs, the bill—by raising the disposal threshold to $4,000—significantly increases the risk that functional and inhabited RVs will be towed and destroyed without adequate notice or due process, particularly for those without a fixed address. As it stands, AB 630 continues to rely solely on mailed DMV notices to notify owners of vehicle removal. This system simply does not work for many houseless residents, who often cannot maintain a current mailing address. Even with the extended 30-day redemption period for RVs, this offers little protection if the notice never reaches them. The bill also does not meaningfully improve access to administrative hearings or create procedural safeguards for residents using their vehicles as dwellings. I respectfully request that you oppose AB 630 unless it is amended to include the following protections: Require notice to be physically posted on the vehicle at the time of tagging or removal. Require coordination with homelessness outreach services when a vehicle is known or believed to be used as a primary residence. Extend the redemption and contestation window to at least 45 days for inhabited vehicles. Allow and notify occupants of a pre-disposal hearing, even if they missed the mailing. Require additional contact methods, such as phone or email, when available. Mandate annual reporting on the number of houseless individuals displaced and the outcomes of their cases. Without these safeguards, AB 630 risks displacing some of the most vulnerable Californians—those living in vehicles not by choice, but out of necessity. Thank you for your time and consideration. I would be grateful for your support in ensuring this bill does not unintentionally deepen the housing crisis for vehicle dwellers in our community.
