Introduce Articles of Impeachment for Donald Trump and Pete Hegseth

I am writing to you as a constituent of Minnesota's 7th Congressional District to formally request that you initiate and draft Articles of Impeachment against the President of the United States and the Secretary of Defense arising from the January 3, 2026 invasion of the Bolivarian Republic of Venezuela and the forcible capture and extradition of Venezuelan President Nicolás Maduro and his family to the United States. If the reported facts are accurate, these actions constitute grave violations of the United States Constitution, multiple federal statutes, and binding treaty obligations that collectively rise to the level of high Crimes and Misdemeanors. --- Constitutional Violations 1. Usurpation of Congress’s War Powers * U.S. Constitution, Article I, Section 8, Clauses 11–16** reserve exclusively to Congress the powers to declare war, authorize the use of military force, raise armies, and regulate military operations. * A unilateral invasion of a sovereign nation absent a declaration of war or statutory Authorization for Use of Military Force constitutes a direct violation of these provisions. 2. Violation of the Separation of Powers * U.S. Constitution, Articles I & II**, taken together, prohibit the Executive from exercising legislative war-making authority. * Acting without congressional authorization constitutes an abuse of executive power. 3. Treaty Supremacy Clause Breach * Article VI, Clause 2 (Supremacy Clause)** establishes that treaties ratified by the United States are the supreme law of the land. * Violations of the United Nations Charter therefore constitute violations of U.S. law. --- Federal Statutory Violations 1. War Powers Resolution of 1973 * 50 U.S.C. §§ 1541–1548** * Section 1541(c) limits presidential authority to introduce U.S. Armed Forces into hostilities absent a declaration of war, specific statutory authorization, or a national emergency created by an attack on the United States. * No such condition appears to have existed or been declared. 2. National Security Act – Covert Action Requirements * 50 U.S.C. § 3093 * If the operation was conducted covertly, the President is legally required to issue a written finding and provide timely notice to the congressional intelligence committees. * Failure to do so constitutes a violation of federal law. 3. Extradition Statutes * 18 U.S.C. §§ 3181–3196 * U.S. law requires extradition to occur pursuant to an existing treaty and judicial proceedings, including review by U.S. courts. * Forcible abduction and transfer absent due process violates statutory extradition law. 4. Federal Kidnapping Statute (International Application) * 18 U.S.C. § 1201(a)(1) * Prohibits the unlawful seizure and transportation of persons in foreign commerce, including international abductions, when conducted outside lawful authority. 5. Neutrality Act * 18 U.S.C. § 960 * Criminalizes military expeditions launched from U.S. jurisdiction against a foreign state at peace with the United States without lawful authority. 6. Department of Defense Statutory Limits * 10 U.S.C. § 113 * Requires the Secretary of Defense to act in accordance with the law and under lawful civilian control. * Participation in unauthorized hostilities violates this statutory duty. Violations of Binding International Law Incorporated Into U.S. Law 1. United Nations Charter * Article 2(4)** prohibits the use of force against the territorial integrity or political independence of any state. * Article 51 permits force only in response to an armed attack. * As a ratified treaty, violations constitute violations of U.S. law under the Supremacy Clause. --- Grounds for Impeachment The cumulative effect of these actions demonstrates: * Willful disregard of congressional authority; * Violation of federal criminal and national security statutes; * Breach of treaty obligations binding under U.S. law; and * Abuse of executive power threatening constitutional governance. The Constitution provides impeachment as the sole remedy for such conduct. --- Requested Action I respectfully urge you to: 1. Introduce or support a resolution directing the House Judiciary Committee to draft Articles of Impeachment against the President and the Secretary of Defense; 2. Demand full disclosure of all legal justifications, authorizations, and findings related to the operation; and 3. Support public hearings to ensure accountability and transparency.
