I am writing to express my extreme and unwavering opposition to Section 219 (formerly Section 224) of the Fiscal Year 2027 National Defense Authorization Act—the “United States-Israel Defense Technology Cooperation Initiative.” This provision requires the Secretary of Defense to designate an executive agent inside the Pentagon to synchronize and accelerate the integration of U.S. and Israeli defense technologies, research, development, testing, evaluation, and industrial cooperation across critical domains including artificial intelligence, autonomous systems, cyber defense, missile and air defense, directed energy, biotechnology, and more. It explicitly promotes the “long-term integration of joint capabilities between the United States and Israel” and facilitates the incorporation of Israeli-origin technologies into U.S. systems and programs of record, along with frameworks for joint ventures and co-production. Representative Thomas Massie, joined by Representative Ro Khanna and others, sponsored a bipartisan amendment to strip this provision because it goes far beyond traditional alliance cooperation and risks compromising U.S. sovereignty. The amendment failed in the House Armed Services Committee, and the House Rules Committee blocked it from a floor vote. The language is advancing. I consider any vote in support of the NDAA while it contains this provision—or any failure to actively and publicly work to remove it—to carry a clear affinity to treason against American sovereignty. Our military and defense apparatus must serve the United States and its citizens alone. Creating permanent mechanisms that merge our defense R&D, procurement, supply chains, and technological development with those of any foreign power subordinates American independence, creates dangerous dependencies, invites foreign influence into core decisions, and erodes the sovereign character of our republic. I urge you in the strongest possible terms to: • Publicly oppose the NDAA in its current form if Section 219 remains intact. • Demand the provision’s complete removal in House-Senate conference or through Senate amendments. • Support efforts to restore the Massie-Khanna amendment or impose strict limitations that preserve U.S. autonomy and prevent a dedicated Pentagon promoter for foreign defense industries. • Prioritize legislation and oversight that keeps U.S. defense policy, technology development, and industrial base decisions focused solely on American security and economic interests. The American people sent you to Washington to defend our sovereignty—not to entangle our military apparatus more deeply with foreign powers under the guise of “cooperation.” I expect you to stand firmly against this measure and communicate your position clearly. I will be monitoring your actions closely and will hold you accountable at the ballot box if you support or enable this erosion of American independence. Thank you for your consideration.
