Please do not support the Lindsey O. Graham Sanctioning Russia Act. It neither honors the late Senator Graham NOR necessarily sanctions Russia. The legislation gives the president the ability to waive “the application of any sanctions provision with respect to a foreign person, any restriction with respect to a person, or any duty under this title.” All the President has to do is certify in writing that the waiver is in the “national interests of the United States ” and then he doesn't have to sanction Russia. Again, it is centralizing power too much. It is giving away your power as legislators. Do not support this bill, which is ripe for abuse.
