Regulate Headlight Brightness and Protect Drivers

I am asking for some regulation on the brightness of headlights on motor vehicles. It seems like the headlights get brighter every year and more cars on the road have the super bright white lights rather than the yellow-white ones. Every time you drive at night and a car is driving towards you there’s a moment of reduced vision from the headlights but the brighter they get the longer that moment lasts and the longer you are left seeing spots after. I can’t count how many times I’ve fully lost sight of the road while a car with super bright headlights comes towards me. This problem is especially bad on the extra tall SUVs and trucks, because the headlights end up at eye line if you’re in a sedan and just below if you’re in a normal sized SUV or truck. The range that may be added to the driver’s field of vision from extra bright white lights isn’t worth the hazard they bring to everyone else on the road. Please introduce regulations on headlight brightness and keep car makers in check.
