I am writing to ask you to oppose House Bill 764. This bill is overly broad, harmful in practice, and likely to produce serious unintended consequences for Idaho families, businesses, faith communities, and service providers. While framed as an immigration enforcement measure, the bill reaches far beyond criminal actors and risks penalizing ordinary Idahoans who provide humanitarian, legal, or community support. It criminalizes routine acts of compassion and community support. H764 makes it illegal to knowingly help, house, transport, or financially assist individuals who are unlawfully present. As written, this could expose faith groups, nonprofits, employers, neighbors, and even family members to criminal liability for everyday acts of care. The bill risks punishing people for humanitarian assistance rather than targeting exploitation or trafficking. It creates a chilling effect on access to essential services, and is cruel and inhumane. I ask that you vote against it
