NSPM-7 Criminalizes Dissent. Congress Must Oppose It Now.

Dear Members of Congress, On September 25, 2025, President Trump signed National Security Presidential Memorandum 7 — NSPM-7 — titled “Countering Domestic Terrorism and Organized Political Violence.” We are writing to demand that you oppose this memorandum loudly, publicly, and without equivocation. NSPM-7 directs federal law enforcement to investigate and disrupt organizations the administration deems responsible for domestic terrorism. That sounds reasonable. The targets it defines are not. Under NSPM-7, voter registration organizations, immigration advocates, racial justice nonprofits, reproductive rights groups, and economic equality organizations are all potentially in the crosshairs of federal law enforcement. The administration has already created enemies lists of targeted nonprofits — and is currently fighting in federal court to keep those lists secret from the American public. These are not terrorist organizations. They are the backbone of American civil society. And the threat is already being carried out. The FBI and IRS have jointly created a mission control command center to investigate nonprofits under NSPM-7. Legal experts warn that organizations, their employees, and their donors face IRS investigations, terrorism designations, and asset freezes. More than 3,700 nonprofit organizations have sounded the alarm. Over 100 philanthropic organizations have done the same. This is not counter-terrorism. This is the machinery of authoritarianism — using the language of national security to criminalize dissent, silence civil society, and intimidate the organizations that hold power accountable. The First Amendment does not have an exception for views the President finds disagreeable. Congress must say so. We demand that you introduce or co-sponsor legislation to repeal or defund NSPM-7, hold immediate oversight hearings into its implementation, and demand the public release of the administration’s nonprofit enemies lists. Silence is not neutrality. It is permission.
