An Open Letter

To: Rep. Teuscher, Gov. Cox, Sen. Fillmore

From: A constituent in South Jordan, UT

January 29, 2025

Vote NO on Senate Joint Resolution 2 (S.J.R 2) This resolution represents a direct threat to Utah voters' constitutional right to participate in direct democracy through ballot initiatives. S.J.R 2 would amend our state constitution to require a 60% supermajority to pass certain statewide ballot initiatives, rather than the current simple majority requirement. This change would make it significantly harder for Utah citizens to enact meaningful reform through the ballot initiative process and it allows a minority of voters to overrule a majority of voters. This is a clear attempt to limit the voice of Utah voters in our democratic process. Changing from a simple majority to a 60% threshold undermines the fundamental principles of our country. Utah voters deserve to maintain their constitutional right to reform government through ballot initiatives. Separations of powers and checks on power are fundamental to our system of government; this amendment threatens Utahns’ ability to check the power of the legislature. Passing a ballot initiative is already more difficult in Utah compared to other states with stringent signature requirements to even get an initiative on the ballot. The Utah State legislature already tried this in 2024 with Amendment D. You, disingenuously, tried to amend the Utah Constitution to get rid of ballot initiatives. The Utah State legislature has been trying to get around the anti-gerrymandering proposition 4 since it passed in 2018. You need to stop trying to overrule the people's wishes, and listen to people's wishes. You need to truly represent your constituents and not yourselves.
