This raises serious constitutional concerns and could enable blatant political retaliation against groups that voice dissent or criticism of the administration. As over 150 organizations have warned, the bill has "potential to grant the executive branch extraordinary power to investigate, harass, and effectively dismantle any nonprofit organization." Major nonprofit coalitions like the Council on Foundations, Independent Sector, and National Council of Nonprofits have rightly opposed this dangerous legislation that undermines constitutional protections and threatens to chill free speech and advocacy work across the sector. The House vote reflected partisan motivations rather than substantive policy merits. I urge you to reject HR 9495 and uphold the fundamental rights of civil society organizations to operate freely without fear of political retribution from the government.
