Release the CPS Records of Starved Child Zina Byrd

To: Gov. Moore, Del. Johnson, Del. Johnson, Sen. James

From: A constituent in Joppa, MD

November 16

The tragic death of 5-year-old Zona Byrd from apparent starvation is absolutely heartbreaking and demands accountability. While we must respect legal processes, ultimately the goal should be to understand what failures occurred in order to prevent such horrific incidents in the future. Maryland law allows for the release of certain Child Protective Services records in cases of child fatalities, which could shed light on whether more could have been done to protect Zona. Transparency is essential to identify systemic issues and enact meaningful reforms within CPS to safeguard our most vulnerable children. We cannot let Zona's death be in vain - her case must spur urgently needed changes to strengthen child welfare practices and protocols. With focused determination, we can honor Zona's memory by fixing a broken system that failed her.
