Use your emergency powers to implement contingency voting procedures: paper ballots scanned locally, bypassing electronic reporting systems entirely. Report precinct results by telephone, the way it was done before these vulnerable systems existed. The recent CISA report documents real threats to election infrastructure. Russian military intelligence successfully installed malware on election systems in 2016. Undervote rates tripled that year in key swing states. We watched votes disappear in real time on Election Night 2024. None of this has been investigated, and nothing has been done to prevent it from happening again.
