An Open Letter

To: Rep. Bell

From: A constituent in Saint Ann, MO

January 17

I am writing as a constituent to urge you to support — and actively advance — clear accountability language in the pending House appropriations bill related to the Department of Homeland Security and ICE. Recent enforcement actions by ICE officers have raised grave concerns about violations of basic constitutional rights, lack of due process, and the use of force in ways that are resulting in unnecessary injury and loss of life. Congress has both the authority and the responsibility to ensure that federal agencies operate within the law and with respect for human dignity. I respectfully ask that the appropriations bill include provisions that: • Condition DHS and ICE funding on compliance with constitutional protections and civil rights law • Require transparent reporting and independent investigation of use-of-force incidents • Prohibit enforcement practices that endanger civilians, families, and local communities • Strengthen oversight mechanisms to prevent abuse and restore public trust Appropriations are one of Congress’s most powerful tools for accountability. Silence or inaction at this moment risks enabling further harm. I urge you to use your position to ensure that federal immigration enforcement is lawful, restrained, and accountable to the people it serves. Thank you for your time and for your attention to this urgent matter.
