I am writing to express my strong support for House Bill 2515, which addresses emerging large energy use facilities, including data centers. As this bill moves through the House Committee on Environment & Energy, I urge you to advance it through the legislative process.
Data centers and similar large energy facilities have proliferated across Washington without adequate regulatory oversight. These facilities consume enormous amounts of electricity, straining our grid infrastructure and potentially undermining our state's clean energy goals. Without proper regulation, we risk allowing unchecked energy demand that could drive up costs for residential ratepayers and small businesses while compromising our ability to meet climate commitments.
House Bill 2515 represents a necessary step toward responsible energy planning. By establishing regulatory frameworks for these emerging facilities, we can ensure that their growth aligns with our state's energy capacity, environmental standards, and economic priorities. This is not about preventing development but about managing it intelligently so that large industrial energy users contribute fairly to grid costs and do not compromise service reliability for existing customers.
Other states have already recognized the need for such oversight as data center construction has accelerated nationwide. Washington should not fall behind in protecting ratepayer interests and grid stability. The fiscal note and committee materials demonstrate that legislators are taking a thorough approach to understanding the implications of this policy, which is exactly what constituents need.
I ask that you support House Bill 2515 as it moves through committee and onto the House floor. Establishing clear regulations now will prevent costly problems later and ensure that Washington's energy infrastructure serves all residents equitably. Please vote yes on this important legislation and work to advance it through the 2026 session.
