An Open Letter
To: Rep. Hoyer, Sen. Alsobrooks, Sen. Van Hollen
From: A constituent in North Beach, MD
June 1
Oppose Section 224: Protect Congressional Oversight and U.S. Military Independence I am a veteran and your constituent. I swore an oath to support and defend the Constitution of the United States against all enemies, foreign and domestic. That oath did not expire when I took off the uniform, and it is why I am writing to urge you to oppose Section 224 of the FY2027 National Defense Authorization Act (NDAA), the proposed “United States-Israel Defense Technology Cooperation Initiative.” As currently described, this provision would dramatically expand military cooperation between the United States and Israel through joint research, testing, weapons development, manufacturing, information-sharing, network integration, data fusion, and other forms of military collaboration. This proposal deserves far more scrutiny than it has received. As a veteran, I am deeply concerned about any effort that could further entangle the United States in foreign conflicts, weaken congressional oversight, or blur the lines between American military interests and those of another nation. Congress has a constitutional responsibility to provide oversight of military affairs, foreign policy, appropriations, and matters that could draw our nation into future conflicts. Many Americans across the political spectrum are increasingly alarmed by the lack of transparency surrounding U.S. military commitments abroad. Any initiative that substantially expands military integration with a foreign government should be debated openly, subjected to rigorous oversight, and fully explained to the American people. I am particularly concerned that: • Americans have received little public explanation regarding the scope and long-term implications of this proposal. • Congress has not held sufficient public hearings on how such integration could affect future military operations, intelligence sharing, weapons development, or taxpayer obligations. • The United States is already providing extensive military assistance to Israel, and further integration raises legitimate questions regarding accountability, oversight, and strategic independence. • At a time when the nation faces significant domestic challenges, Congress should carefully evaluate whether deeper military commitments abroad serve the interests of the American people. As someone who served this country, I do not support policies that could move the United States toward deeper military entanglement without transparency, accountability, and public debate. I respectfully request that you: 1. Oppose Section 224 in its current form. 2. Support amendments removing or significantly narrowing the provision. 3. Demand public hearings and congressional review. 4. Require full disclosure regarding costs, obligations, intelligence-sharing arrangements, and military commitments associated with the initiative. 5. Reaffirm Congress’s constitutional role in overseeing military and foreign policy decisions. The American people deserve transparency whenever Congress considers measures that could fundamentally alter U.S. military relationships with foreign governments. As a veteran, I believe our nation’s military should remain accountable first and foremost to the American people and the Constitution we swore to defend. I respectfully request a written response outlining your position on Section 224 and the U.S.-Israel Defense Technology Cooperation Initiative.
