Thank you for the reply you sent me yesterday. However, Honorable Madame, you've failed to understand my message. There is "overseeing" or "reforming" ICE. It has become utterly lawless and cruel. It must be defunded, disbanded, and its enforcement duties given to a group that still follows the Constitution. To fail to defund it now is to invite the "American Gestapo" to even more lawlessness and cruelty. If you are keen to represent San Francisco and San Franciscans, you'll vote to defund ICE now, and you will refuse to fund any of their activities up to and including shutting down the government.
