Stop illegal military actions against foreign countries

Congress must take back its constitutional sole power of waging war by censuring Trump for his use of the military against Venezuela and his threats against other countries, including Greenland. Congress must make clear that this usurpation of Congressional authority will not be tolerated under threat of impeachment. Also make clear that any orders given military personnel to carry out such military actions against foreign counties without explicit Congressional approval are illegal orders.
