Oppose HB 1662 and Create Better Homelessness Solutions

To: Sen. Hunley, Rep. Shackleford, Gov. Braun

From: A constituent in Indianapolis, IN

February 18, 2025

I am writing to express my strong opposition to House Bill 1662, which proposes to criminalize homelessness and penalize individuals living or sleeping outside. As a concerned constituent, I urge you to oppose this harmful bill and instead advocate for policies that prioritize the well-being and dignity of those experiencing homelessness. Homelessness is a complex issue rooted in various factors such as poverty, lack of affordable housing, mental health challenges, and addiction. Criminalizing homelessness by penalizing individuals for their circumstances not only fails to address the root causes of homelessness but also exacerbates the struggles of those who are already vulnerable. Rather than providing a solution, HB 1662 offers punishment, which undermines the principles of compassion and justice. Rather than criminalizing those who have no other option but to sleep outdoors, we must focus on expanding access to affordable housing, increasing support for mental health and addiction services, and creating comprehensive solutions that help individuals transition out of homelessness. Approaches that prioritize rehabilitation and support, such as Housing First programs, have been proven to be far more effective in reducing homelessness and improving quality of life for those affected. Additionally, criminalizing homelessness can lead to further criminal records for individuals who are already struggling to survive, which can further hinder their ability to find stable employment or housing. This creates a vicious cycle that perpetuates homelessness and makes it harder for people to break free from the challenges they face. As your constituent, I urge you to stand up for the rights and dignity of all Hoosiers, including those experiencing homelessness. I encourage you to vote against HB 1662 and instead advocate for policies that address the underlying causes of homelessness with empathy and practical solutions. Please consider the long-term impact of this bill and its failure to provide meaningful help for those in need. Thank you for your time and attention to this important issue. I trust that you will make the compassionate and effective choice for Indiana’s most vulnerable residents.
