I am writing to express deep alarm over the June 7 Presidential Memorandum authorizing the Department of Defense to mobilize the National Guard—and potentially active-duty U.S. Marines—for immigration enforcement and Department of Homeland Security operations within the United States. This directive marks a dangerous escalation in the erosion of constitutional boundaries and the misuse of military power in civilian life. I am asking you to take immediate steps to investigate, challenge, and block this action using all legislative, oversight, and legal tools available. First, the use of active-duty military forces for civilian law enforcement contradicts the Posse Comitatus Act, which exists to prevent the federal government from turning the military into a domestic police force. There has been no lawful declaration of insurrection, no emergency justifying the use of force, and no congressional approval. Second, the attempted federalization of state National Guard units without the consent of governors represents a clear overreach under Article I, Section 8 of the Constitution and violates the principles of federalism and state sovereignty. Third, the administration’s framing of protests as “rebellion” or “foreign-inspired sabotage” is inflammatory and unfounded. Using that language to justify military deployments against U.S. citizens dangerously undermines First Amendment protections and opens the door to political repression. Fourth, if Congress does not act now, it sets a precedent for future presidents—of any party—to bypass legislative authority, deploy military force domestically, and nullify state control over law enforcement and security matters. I am calling on you to: Launch immediate oversight hearings into the June 7 memorandum and any underlying plans to militarize domestic law enforcement. Introduce or support legislation reaffirming the limits of executive power under the Posse Comitatus Act and restricting unauthorized military deployment on U.S. soil. Publicly oppose the misuse of military force for immigration enforcement and protect the civil liberties of all people in the U.S., regardless of status or political opinion. Stand with governors who resist unlawful federalization of their state’s National Guard forces. This moment demands more than statements—it demands action to protect the Constitution and the American people from authoritarian overreach. Please act swiftly!
