Do not pass the spending bill without making serious changes. Healthcare needs to be funded fully that would be ACA, Medicare, Medicaid, chips. Additionally, there needs to be something included in this negotiation that withhold funds from law-enforcement agencies that do not respect habeas corpus. At this particular time that seems to only apply to ICE, but it could imply to other agencies in law-enforcement arms also
