Uphold Judge Gibson's Ruling on Proposition 4 and Respect Voters' Will

To: Gov. Cox, Sen. Fillmore, Rep. Teuscher

From: A constituent in South Jordan, UT

August 29, 2025

Uphold Judge Gibson's Ruling on Proposition 4 and Respect Voters' Will I am writing to urge you to respect the recent ruling by Judge Dianna Gibson and uphold the will of Utah voters as expressed in Proposition 4, the Better Boundaries Initiative passed in 2018. This crucial decision addresses a fundamental issue of fair representation and democratic integrity in our state. Judge Gibson's ruling, which found that the Legislature violated voters' constitutional rights by repealing Proposition 4, is a victory for the people of Utah. The initiative, which created an independent redistricting commission and banned partisan gerrymandering, was a clear mandate from voters for fair and unbiased electoral maps. The court has rightly recognized this mandate and ordered new congressional district boundaries to be drawn by September 24, 2025, for the 2026 election. I strongly oppose any attempts to delay or obstruct the implementation of this ruling. The tight timeline, with a November 1 deadline for approved maps, leaves no room for unnecessary delays. Any pause in the process, as requested by the Legislature's attorneys, risks preventing the implementation of fair maps in time for the 2026 election. This would be a disservice to Utah voters who have already waited too long for their voices to be heard. The argument that the ruling unconstitutionally restricts legislative authority is misguided. Our state constitution derives its power from the people, and the people spoke clearly through Proposition 4. The court's role in upholding this citizen-led initiative is not judicial activism, but a necessary check on legislative overreach. I urge you to publicly support Judge Gibson's ruling and work diligently to ensure new, fair congressional maps are drawn and implemented by the specified deadlines, using an independent and politically unbiased redistricting commission as laid out in the legally and lawfully passed voter initiative. This is not just about complying with a court order; it's about restoring faith in our democratic processes and ensuring that every Utah voter's voice is equally represented.
