End State Cooperation with ICE Raids that Violate Constitutional Rights
To: Gov. Kotek

I am writing to urge you, in the strongest possible terms, to take immediate action to protect the residents of Oregon from the ongoing pattern of unlawful and abusive raids conducted by U.S. Immigration and Customs Enforcement (ICE). The recent ICE raid on a U.S. citizen family’s home in Oklahoma City—where masked agents stormed a private residence in the early morning hours without identifying themselves or presenting a warrant—demonstrates a dangerous and escalating disregard for the Constitution.
This family was not suspected of any crime. They were not the subject of the warrant. Yet they were subjected to a militarized home invasion, had their phones and savings seized, and were left traumatized. These are not isolated incidents. This is a repeated pattern of ICE willfully violating the constitutional rights of citizens and non-citizens alike, operating outside the bounds of law with near-total impunity.
I am asking you to immediately end all cooperation between Oregon state and local agencies with ICE unless strict constitutional safeguards are guaranteed. Better yet, I urge you to go further: ban ICE operations in Oregon altogether unless and until they can demonstrate full compliance with the U.S. Constitution, Oregon law, and the basic rights of the people.
The Fourth Amendment protects us from unreasonable searches and seizures. No-knock entries, the failure to present warrants, and refusal to identify as law enforcement are not just unethical—they are unconstitutional. The Fourteenth Amendment guarantees due process, which these raids blatantly deny.
If ICE cannot be trusted to uphold the law, they should not be allowed to enforce it in our state. You have the authority—and the moral responsibility—to protect Oregonians from federal overreach, racialized enforcement, and militarized trauma.
The people are under attack. It is time to take a stand and draw a line: not here. Not in Oregon.
