Declare a State of Emergency and Investigate the Epstein Files

To: Sen. Gile, Del. Bagnall Tudball, Gov. Moore

October 20

Declare a state of emergency and stand up a special investigative task force to pursue the Epstein co-conspirator cases. The federal investigation is dead. The FBI closed it in July 2025 with a two-page memo claiming no evidence existed, after DOJ headquarters ordered the files transferred out of SDNY and the active investigation stopped. Nearly fifty women gave federal prosecutors the names of roughly twenty co-conspirators. Zero have been indicted. The federal tools are broken. Congress passes laws and they get ignored. Courts issue rulings with no one left to enforce them. But states are dual sovereigns with their own criminal codes, their own grand juries, their own courts, and their own prisons. The pardon power stops at the state line. An emergency declaration unlocks broad, fast, unilateral authority to create task forces, direct state resources, and act without waiting for legislative approval. When a line attorney who received the order to shut down the federal investigation sits before a state grand jury, facing state felony charges no pardon can touch, that person names the person who gave the order. Evidence generated in one state that points to crimes in another gets referred out. The investigations don't stay in blue states because the crimes didn't stay in blue states. This is the tool the founders built for exactly this moment. Use it.
