I am writing regarding Senate Rule VI's quorum requirements as a procedural tool to slow proceedings and highlight constitutional concerns. According to Senate Rule VI, paragraphs 1, 3, and 4, a quorum consists of a majority of senators (51), and when a quorum call is suggested, "the Presiding Officer shall forthwith direct the Secretary to call the roll" and no debate or motion, except to adjourn or recess pursuant to a previous order, shall be in order until a quorum is present. Have you: 1. Strategically suggested the absence of a quorum during critical proceedings? 2. Coordinated with colleagues to ensure senators are not available to establish a quorum? 3. Used quorum calls as a delaying tactic before controversial votes? Please provide specific instances from the Congressional Record where you've utilized quorum procedures to resist actions you believe undermine constitutional governance.
