I urge you to oppose H.R. 9495 due to concerning provisions that undermine due process and grant the Secretary of Treasury unchecked authority. The bill allows the designation of nonprofits as "terrorist supporting organizations" without requiring the full evidence or reasoning to be shared. This could lead to unjustified reputational damage and loss of donor trust for law-abiding organizations. Placing the burden of proof on accused groups within a mere 90 days further violates principles of fairness. While the goal of combating terrorism funding is valid, existing laws already criminalize providing material support to terrorist groups. H.R. 9495 creates redundancies at the cost of constitutional protections. I urge amending the legislation to address these issues and safeguard nonprofits' rights.
