Arizona Voters Have Already Decided This: Vote No on SCR1001, HCR2001, HCR2016

Arizona voters have already answered the questions you are asking again. We rejected Proposition 309 in 2022, which would have tightened voter ID requirements for mail and in-person voting. We know that Arizona already has some of the best voter ID laws in the country. Between 2023 and 2025, Governor Hobbs vetoed 71 election bills — restrictions on early voting, mail ballots, voter registration, and ballot access. In 2024, the Legislature sent six constitutional amendments to the ballot designed to make citizen initiatives harder to pass and legislative power harder to challenge. Voters rejected all six. You are now back with SCR1001 and HCR2001, which would gut Arizona's Active Early Voter List, require proof of citizenship to receive a ballot, and embed those restrictions in the constitution. HCR2016 would eliminate voting centers and return Arizona to precinct-based voting — the system that produced long lines, technology failures, and tens of thousands of uncounted ballots before the current model replaced it. This is the same agenda that has failed through legislation and at the ballot. The difference is that constitutional amendments are harder for voters to undo. The veto record serves a purpose too. Every bill Hobbs vetoed becomed material for "Veto Queen" attack ads. The vetoes were never a failure of this strategy — they were part of it. The ballot referrals are the real play. Arizona voters have been clear and consistent. We rejected these restrictions when you asked directly. Our answer was no. Repackaging the same agenda in constitutional form, after voters have already declined it, is not legislating in the public interest. Vote no on SCR1001, HCR2001, and HCR2016.
