The text of the NORRA of 2025 (H.R. 1526) seeks to severely constrain the ability of federal district courts to issue nationwide injunctions against executive branch actions, except in limited circumstances involving multi-state challenges heard by a special three-judge panel. This legislation would fundamentally undermine the judiciary's power to provide relief and uphold constitutional rights when faced with unlawful executive overreach impacting the entire nation. Such a drastic curtailment of the courts' authority represents an unacceptable violation of the separation of powers and system of checks and balances enshrined in our Constitution. I urge you to reject this misguided bill that would leave Americans vulnerable to egregious government abuses without legal recourse. Preserving the federal courts' essential role in safeguarding civil liberties and holding the other branches accountable is paramount to maintaining our democratic system of governance.
