I am writing as your constituent to urge Congress to abolish U.S. Immigration and Customs Enforcement. I agree with Amnesty International’s September 24, 2026 assessment that the problems associated with ICE have reached a point where incremental reform is no longer sufficient. Amnesty International’s recent investigation documented what it describes as recurring patterns of human-rights violations involving immigration enforcement, including arbitrary and discriminatory detention, excessive use of force, unlawful surveillance, denial of due process, and serious concerns regarding detention conditions. This is not simply a disagreement over immigration policy. Immigration laws and enforcement priorities will always be legitimate subjects for political debate. My concern is whether the federal government exercises that authority with adequate respect for constitutional rights, human dignity, transparency, due process, and accountability. I no longer believe that additional training, revised policies, internal investigations, or incremental oversight adequately address the institutional problems that have developed within ICE. Congress created ICE in 2003, and Congress has the authority and responsibility to reconsider whether that institutional structure should continue. I am asking you to support legislation that abolishes ICE as it currently exists and establishes an immigration-enforcement framework with substantially stronger safeguards for due process, independent oversight, transparency, and accountability. Any necessary federal functions should be placed within institutions whose authorities are clearly defined and whose personnel can be meaningfully held accountable when those authorities are exceeded. The United States can enforce its immigration laws without accepting violations of civil liberties or human rights as an inevitable consequence of enforcement. The government should be capable of doing both. Please let me know whether you support abolishing ICE and restructuring federal immigration enforcement, and what actions you intend to take in Congress regarding this issue.
