Oppose H.R. 4405: Protect Environment, Healthcare, and Fair Immigration
To: Rep. Swalwell
From: A constituent in Hayward, CA
September 24, 2025
I am writing to express my strong opposition to H.R. 4405, a sweeping bill that would have detrimental effects on our environment, healthcare system, and immigration policies. This legislation proposes drastic changes that could harm our communities and undermine our values.
The bill's environmental provisions are particularly concerning. It mandates offshore oil and gas lease sales and expedites energy permitting, which could lead to increased pollution and environmental degradation. Moreover, it rescinds funding for several crucial environmental programs. These changes would set back our progress on climate change and put our natural resources at risk.
In healthcare, H.R. 4405 introduces troubling restrictions. It prohibits Medicaid and CHIP funding for gender transition procedures for minors, potentially denying essential care to vulnerable young people. The bill also increases the frequency of eligibility redeterminations, which could result in many losing their healthcare coverage. These changes would disproportionately affect low-income families and marginalized communities.
The immigration provisions in this bill are equally problematic. It establishes new fees for various immigration processes and enhances enforcement measures. These changes could create significant barriers for immigrants seeking to contribute to our society and economy, potentially leading to family separations and a reduction in our nation's diversity.
Furthermore, the bill proposes substantial changes to federal employee benefits, including reforms to the Federal Employees Retirement System (FERS) and the Civil Service Retirement System (CSRS). These changes could negatively impact the financial security of our public servants and make it more difficult to attract talented individuals to government service.
The fiscal implications of this bill are complex and potentially harmful. While it may increase revenue through new fees and tax changes, it also introduces costly energy production incentives and changes to federal employee benefits that could offset these gains.
I urge you to vote against H.R. 4405. Instead, please support legislation that protects our environment, ensures access to healthcare for all, maintains a fair and humane immigration system, and respects the rights and benefits of our federal employees. Our community deserves policies that prioritize the well-being of all residents and safeguard our shared future.
