Ensure Uninterrupted SNAP Benefits for 42 Million Americans

To: Sen. Budd, Sen. Tillis

From: A constituent in Hendersonville, NC

November 1, 2025

I am writing to urge you to take immediate action to ensure the uninterrupted continuation of Supplemental Nutrition Assistance Program (SNAP) benefits. Recent federal court rulings have mandated that the administration must continue SNAP payments using emergency reserve funds during the ongoing government shutdown. This decision is crucial for the nearly 42 million low-income Americans who rely on SNAP to purchase groceries. While the court rulings by U.S. District Judges John J. McConnell and Indira Talwani are a step in the right direction, there are still significant concerns. The United States Department of Agriculture (USDA) had initially planned to freeze SNAP payments starting November 1 due to lack of funding. Although the judges have ordered the use of contingency funds, it's anticipated that November payments will be delayed, and these funds may not fully cover the program's substantial $8 billion monthly cost. The potential gap in SNAP benefits could have devastating consequences for millions of vulnerable Americans. Food insecurity is a critical issue that affects not only individuals but entire communities. By ensuring the continuation of SNAP benefits, we can prevent a widespread hunger crisis and support the economic stability of low-income households. I ask that you work diligently with your colleagues to find a sustainable solution for funding SNAP. This should include exploring all available options to supplement the contingency funds and prevent any interruption in benefit distribution. Additionally, I urge you to push for a swift resolution to the government shutdown to ensure long-term stability for essential programs like SNAP. Time is of the essence. With November rapidly approaching, we need immediate action to prevent any lapse in SNAP benefits. Please prioritize this issue and use your position to advocate for the millions of Americans who depend on this vital program for their basic nutritional needs. Your leadership on this matter is crucial in safeguarding the well-being of our most vulnerable citizens.
