Investigate Trump's Illegal Impoundments and $20 Million Self-Promotion Campaign

Investigate the Trump administration's illegal impoundment of funds and its $20 million taxpayer-funded self-promotion campaign. On Sept. 29, the GAO found that the White House's "pocket rescissions" violate the Impoundment Control Act, freezing $810 million Congress approved for housing counseling, refugee resettlement, and education programs. That same administration moved border security money into a "commemorative events" line to fund ads like "God Made Trump" and "King of the Jungle," airing on national television with the disclaimer "Paid for by the U.S. Government." Republican Sen. John Cornyn called it "not even a close question."
Congress has the tools to stop this. Subpoena the communications between Trump, Russell Vought, and Susie Wiles about finding money for those ads. Demand OMB's apportionment records for the Sept. 19 transfer. Pass appropriations riders that bar self-promotional government advertising and require competitive bidding for media contracts.
A court already ordered Trump to pay $2 million for misusing his charity's funds for political purposes in 2019. The pattern is documented and the GAO has spoken. Voters are watching, and silence from Congress will be remembered at the ballot box.
