Upholding Congressional Authority Over Military Aggression

To: Rep. Boebert

From: A constituent in Highlands Ranch, CO

January 8

I am writing as a concerned citizen to formally request that Congress reaffirm and enforce its sole constitutional authority over acts of military aggression and armed conflict involving the United States. Specifically, I urge Congress to require that any and all acts of aggression, military action, or hostile engagement toward neighboring nations or NATO allies—including but not limited to Canada, Greenland, and nations throughout South America—must receive explicit authorization from Congress prior to execution. This includes actions undertaken directly, indirectly, covertly, or under emergency or executive justification. The United States Constitution is clear: the power to declare war and authorize military force resides with Congress, not the Executive Branch acting unilaterally. Actions taken outside this authority undermine democratic governance, international stability, and the rule of law that our nation claims to uphold. Furthermore, I respectfully request that Congress establish clear legal consequences for violations of this requirement. Any individual participating in or authorizing unauthorized acts of aggression at the general officer level or higher should face immediate arrest and investigation. Individuals operating at lower levels should be afforded due process through a formal trial to determine appropriate accountability based on their role, knowledge, and level of command. Unchecked military action—especially toward allied or neighboring nations—poses grave risks not only to international peace, but to the credibility and moral standing of the United States. Congress must serve as a firm and visible check on executive overreach to prevent escalation, misuse of force, and irreversible harm. I ask you to act decisively to protect constitutional balance, uphold international obligations, and ensure that no act of war or aggression occurs without the consent of the people’s representatives. Respectfully,
