OnTrac shipping profits from Military families without completing deliveries

Fort Belvoir residents need your help. OnTrac is perpetuating a scam against residents for all intents and purposes. The shipping company knows that they do not have access to a military installation. They still accept packages being sent to our zip code and address. They immediately return those to the shipper and customers are left without the items they ordered. Please assist us with this problem. We have had no help from retailers, or the BBB. Many companies do not give customers the option of the shipping company being used to provide their products. All major shipping companies USPS, UPS, FedEx and even general Amazon have post access but not OnTrac. This has continually been a problem since I arrived on this post 2 years ago. It is appalling that a company can continue to profit off of not providing a service and the military families stationed and living on Fort Belvoir suffer.
