As you constituent, I am concerned about reports that Qatar provided a major foreign gift—an Air Force One 747—and that this was followed by development deals and a security guarantee. Foreign gifts and commitments implicate public trust, national security interests, and strict norms regarding the separation of official actions from personal or political benefit. When a significant foreign benefit precedes favorable U.S. arrangements, Congress should examine whether the process complied with applicable laws and safeguards.
I request that your offices open oversight into the foreign gift process and related agreements involving Qatar. Please seek records that include: (1) all documentation related to acceptance, custody, and future disposition of the aircraft, (2) all agreements and memoranda involving development deals and security guarantees, (3) communications among White House and agency officials discussing the foreign gift and subsequent agreements, and (4) any ethics determinations, conflict checks, and compliance steps taken to prevent improper influence.
I also request review of whether there were any violations of foreign gifts and ethics statutes or failures to follow established procedures. If oversight reveals wrongdoing or systemic weaknesses, I urge you to refer findings to relevant enforcement bodies and propose legislative reforms to strengthen transparency and conflict controls for foreign-government benefits that intersect with U.S. official actions.
Thank you for your diligence in protecting U.S. national security and ethical governance from potential improper influence.
