FORMAL DEMAND FOR IMMEDIATE AUTHORIZATION AND DEPLOYMENT OF EXISTING NON-LETHAL REMOTE INTERVENTION TECHNOLOGY FOR CIVILIAN PUBLIC SAFETY To: The President of the United States The United States Congress The Department of Defense The Department of Homeland Security The Federal Communications Commission Subject: Authorization of Federally Developed Non-Lethal Remote Intervention Systems for the Immediate Protection of American Citizens We the People face a clear and present threat. Criminal actors, including stalkers and impersonators, exploit the absence of immediate, non-lethal intervention technology available to law enforcement and civilians alike. Directed energy systems, electroshock projectiles, and net-launching platforms have been researched and developed at taxpayer expense through agencies including DARPA and defense contractors for years. These systems exist. They are not hypothetical. They are not science fiction. I therefore demand the following actions: 1 Immediate congressional authorization for the transfer, adaptation, and deployment of existing federally developed non-lethal remote intervention technology from military and defense research programs to civilian law enforcement agencies nationwide, including state and local departments. 2 Immediate establishment of a federal program, under the Department of Homeland Security, to field-test and certify non-lethal remote intervention systems for rapid response to stalking, harassment, home invasion, and impersonation threats against American citizens. 3 Immediate directive to the Department of Defense to prioritize civilian public safety applications of non-lethal remote intervention research, with a public report to Congress within ninety days on systems ready for adaptation. 4 Immediate funding allocation for training law enforcement officers in the safe deployment of these systems, ensuring officer safety and citizen protection are treated as equal priorities. A technology that can neutralize a threat without lethal force, without endangering officers, and without requiring physical proximity already exists in federal hands. Every day it sits unused while citizens are stalked, impersonated, and endangered is a day the federal government fails its most basic duty: to protect the people. Delay leaves the public exposed. I demand action without further delay. Respectfully submitted,
