I urge you to support Ukraine’s defense and reject any settlement that rewards Russia’s invasion or pressures Kyiv to surrender its sovereignty. A peace agreement imposed on the victim while the aggressor keeps territory seized by force would not create lasting peace. It would teach Moscow and other governments that military aggression pays. Ukraine is defending its people, its independence, and the principle that borders cannot be changed by force. Russia’s full-scale invasion has caused immense suffering and displaced millions. A durable peace requires Ukraine’s participation and credible security guarantees, not a deal negotiated over its head. Congress should insist that any agreement respect Ukraine’s sovereignty and provide a means to deter renewed Russian attacks. Supporting Ukraine is also in America’s interest. Allowing Russia to prevail could encourage further aggression, weaken NATO’s credibility, and make future conflicts more costly. US assistance has helped Ukraine resist a much larger invading force, while European allies have expanded their support. Congressional oversight can ensure assistance is accountable and focused on clear objectives, while strengthening security cooperation with allies. Please support continued military assistance, including air defense, ammunition, intelligence sharing, and the timely delivery of already approved equipment. Back bipartisan measures that provide Ukraine with predictable support and enable NATO allies to purchase US weapons for its defense. Preserve and enforce sanctions on Russia, particularly measures that limit the revenue available to sustain its war. Any easing of sanctions should depend on verifiable Russian compliance with a genuine ceasefire and respect for Ukraine’s territorial integrity. Diplomacy matters but, as history shows, appeasement is not a substitute for peace. Negotiations are most likely to succeed when Ukraine can defend itself and Russia understands that continued aggression will carry consequences. Please oppose efforts to force Ukraine into capitulation or to recognize territorial gains achieved through invasion. I ask you to speak publicly in support of Ukraine, scrutinize executive actions that weaken its defense, and work with colleagues in both parties to sustain assistance and pressure on Moscow. The United States should stand with its democratic partners and uphold the rules that protect nations from conquest.
