Protecting California's Solar Property Tax Exclusion in 2027

As your constituent, I am deeply concerned about the quiet death of AB 2389 in the Assembly Appropriations Committee last month. By holding this bill under submission, the legislature has put California’s long-standing solar property tax exclusion on a direct path to expire at the end of the 2026 fiscal year.
If no action is taken, anyone installing solar panels or adding essential battery storage systems starting in 2027 will face permanent, annual property tax increases.
Coming on the heels of the devastating NEM 3.0 grid-credit cuts, hitting residents with a brand-new "solar property tax" will completely crush residential solar and storage adoption in our district. This directly undermines California’s climate goals, strains our vulnerable electrical grid, and punishes middle-class homeowners who are simply trying to secure reliable backup power and manage skyrocketing utility bills.
Even though AB 2389 was shelved as a standalone bill, the crisis is not over. With state budget negotiations wrapping up, I strongly urge you to use your voice and leverage with leadership to protect your constituents. Please demand that an extension of the active solar energy system property tax exclusion be included in the upcoming budget trailer bills before the legislative session ends.
