Opposition to HB300 – Protect Utah’s Secure Elections

I am writing to express my strong opposition to HB300, which would impose unnecessary barriers to voting in Utah. Our state already has secure elections, as confirmed by a Utah Legislative Audit, and this bill would create burdensome restrictions that could disenfranchise voters, particularly elderly and disabled citizens. HB300 proposes several problematic changes, including: • Stricter voter ID and registration requirements – Even though Utah already requires ID and proof of residence to register, and county clerks verify signatures on file for every voter. • Severe restrictions on mail-in ballots – Beginning in 2028, voters would have to “opt in” no more than 45 days before an election to receive a mail-in ballot, making it harder for Utahns to participate in elections. • Increased burdens on county clerks – The bill mandates additional reporting and staffing requirements, which create unnecessary challenges for election officials. • Reversing Utah’s successful vote-by-mail system – Despite the fact that 83% of Utahns trust the current process, HB300 would undermine a system that has worked well for years. • Unnecessary taxpayer costs – The bill would cost Utah taxpayers $2 million in 2026 alone and force counties to spend significantly more on vote verification and ballot processing. Utah’s elections are already secure, and HB300 would do more harm than good by restricting access to the ballot and imposing costly, unnecessary changes.
