I am writing to oppose House Study Bill 668 and to express serious concern about how it was introduced and rushed forward.
HSB 668 makes broad and significant changes to long-standing state policies related to civil rights, equity, education, and licensing. Legislation of this scope should be handled with transparency and ample opportunity for public review and input. Instead, this bill was introduced with little notice and advanced quickly, limiting the ability of Iowans to understand its contents or provide meaningful feedback.
Regardless of one’s position on the policy itself, rushing an unpopular and far-reaching bill through the legislature undermines public trust. The speed and timing of the process gave the impression that scrutiny and public engagement were being avoided rather than welcomed. That is not how representative government should function.
The public deserves time to review proposed laws, ask questions, and be heard—especially when existing protections and programs are being rolled back. Moving HSB 668 forward without that opportunity was inappropriate and unfair to the people affected by it.
I urge you to oppose HSB 668 and to support a more transparent, accountable legislative process that respects public participation and careful consideration of major policy changes.
