I am writing to you as a concerned Arizona resident regarding the recent detention of Judas Rivera, a 21-year-old member of our community who was apprehended by Immigration and Customs Enforcement (ICE) on October 21, 2025, while on his way to work. Mr. Rivera has lived in Arizona since he was 10 years old, has no criminal record, and is known for his kindness and humility.
This incident raises serious concerns about the conduct of federal immigration enforcement within our state. If ICE agents detained Mr. Rivera without a judicial warrant, then this action violates the constitutional protections guaranteed under the Fourth Amendment. Detaining individuals without due process—especially in public spaces like roadways or workplaces—is not only unlawful, it is deeply harmful to the trust and safety of our communities.
As a state representative, you have a duty to:
• Advocate for the immediate release of Judas Rivera from the Eloy Detention Center.
• Demand transparency and accountability from ICE regarding their operations in Arizona.
• Support state-level protections that prevent warrantless detentions and safeguard residents from federal overreach.
Arizona must not be a place where young people are taken from their communities without cause or due process. I urge you to stand with us in defending the rights of all Arizonans and ensuring that our state does not tolerate unconstitutional enforcement practices.
