I am writing to express my strong support for H.J. Res. 105, which provides for congressional disapproval of the proposed foreign military sale to the United Arab Emirates (UAE) of certain defense articles and services. This resolution, introduced by Ms. Omar and referred to the Committee on Foreign Affairs, is a crucial measure to ensure that our foreign policy aligns with our values and strategic interests. We are now a full year into the war in Sudan, and Western nations have largely failed to take meaningful action despite the demands of the diaspora. During the past year, Sudan has become a "humanitarian nightmare" and "catastrophe," according to UN officials. Over 10.7 million people have been forcibly displaced, with 9 million being internally displaced persons (IDPs), marking the world's largest internal displacement crisis. An estimated 24 million people require immediate humanitarian assistance, 18 million are suffering from acute hunger, 15 million lack access to healthcare, and 4 million women and girls are at risk of sexual violence. Furthermore, a genocide by the Rapid Support Forces (RSF) is devastating Darfur, with reports of massacres, mass rape, and gender-based violence. As constituents in Western nations, we have a responsibility to demand action from our governments, which have played roles in legitimizing military dictatorship in Sudan and dismantling its transitional democracy. H.J. Res. 105 seeks to prohibit the issuance of a license to export eighteen (18) AN/TPQ–50 Radar Systems and associated equipment to the UAE, as detailed in Transmittal No. 23–52. The resolution also includes prohibiting the sale of related items such as 107mm High Explosive rockets, communication and navigation equipment, repair parts, and technical support services. Approving this sale could have significant implications for regional stability and U.S. national security interests. The transfer of such advanced military technology to the UAE, given the current geopolitical climate, could exacerbate tensions in the Middle East and undermine efforts to promote peace and security in the region. Supporting H.J. Res. 105 would demonstrate your commitment to responsible foreign policy and the careful consideration of the consequences of arms sales. It is essential that we scrutinize such deals to ensure they do not inadvertently contribute to conflict or human rights abuses. I urge you to support this resolution and vote in favor of its passage. By doing so, you will help uphold the principles of peace and stability that are foundational to our foreign policy.
